Developing local initiatives for waste management: A community empowerment approach in sungai batang village, maninjau

Abstract

Effective waste management is essential for environmental sustainability and public health, yet it remains a significant challenge in rural communities. This study examines the development of community-based waste management initiatives in Sungai Batang village, Maninjau, West Sumatra, Indonesia, through a participatory empowerment approach that supports the United Nations Sustainable Development Goals (SDGs), particularly SDGs 11, 12, and 6, by addressing waste management challenges that impact environmental quality and community well-being. Employing a descriptive qualitative case study methodology using in-depth interviews, focus group discussions, and participant observations with community members, local leaders, and stakeholders in waste management programs, the findings reveal that substantial community participation potential was constrained by two primary factors: inadequate rural waste management infrastructure and failure of previous initiatives due to insufficient sustained governmental support. These obstacles generated community skepticism and eroded existing social capital. The study concludes that community empowerment approaches rooted in local wisdom constitute a fundamental framework for developing autonomous and sustainable waste management solutions in rural contexts, providing a replicable model for similar communities facing comparable challenges while advancing global sustainability targets. © 2025 Published under licence by IOP Publishing Ltd.
