The urgency of this research is based on the increasing focus on improving Human Development Quality (HDQ) as a primary target in West Sumatra’s Regional Development Plan for 2021–2026. The condition of human development in West Sumatra, Indonesia, is still below expectations, with a Human Development Index (HDI) of 75.22, which falls into the High category but has not yet reached the Very High category. © 2026 The Author(s).
