Community Engagement in a Social Movement: A Case of Geothermal Energy Development in Gunung Talang - Bukit Kili area

Abstract

Social movements often emerge in response to repressive actions taken by the government towards the community. The main entities that become movers in social movements are civilian communities, be they NGOs, social activist groups, or communities with various other backgrounds. The purpose of this study is to look at the strategies of civil society groups in West Sumatra in developing discourse to increase community engagement. This research is in the form of case studies that focus on civilian communities that oppose geothermal development around the Gunung Talang - Bukit Kili area. This area is planned to be built a Geothermal Power Plant with an energy capacity of 20 Mw. Data is collected through field observations, interviews, and documentation. The results showed that the communities involved in the movement could be categorized into three groups, namely NGOs, Students, and the Community of Interest, and each group had different strategies in increasing community engagement. The background of the group influences the approach. © 2020 IOP Publishing Ltd.
