The Technological Pedagogical and Content Knowledge (TPACK) approach is understood as a transformation of teacher knowledge consisting of four components that support learning with technology. This approach is thought to improve students' numeracy literacy skills. This study aimed to produce TPACK-based digital mathematics teaching materials for junior high schools that effectively improve students' numeracy literacy skills. The research method is the Plomp model development research. In the effectiveness test, an experimental study was conducted with a 2x2 factorial design. The independent variable is TPACK-based digital teaching materials. The dependent variable is students' numeracy literacy skills. The school chosen for the experimental class was SMPN 1 Payakumbuh and the control class was SMPN 9 Payakumbuh. The moderator variable was students' initial abilities. The instruments used were observation sheets, interview sheets, questionnaires, and numeracy literacy tests. Data were processed using 2-way ANOVA. The results of research obtained (1) Students' numeracy literacy skills improve when they use digital worksheets based on the TPACK framework compared to when they use traditional learning methods; (2) Students' numeracy literacy skills improve when they use digital worksheets based on the TPACK framework compared to when they use traditional learning methods in high-level schools; (3) As compared to kids in low-level schools who learn using traditional methods, those students' numeracy literacy skills when using TPACK-based digital worksheets are identical; and (4) The impact of digital worksheets on pupils' numeracy literacy skills is unrelated to their school level. © 2026 Author(s).
